While fixing MIFOS-2875, It was found that Upgrade238 has missed adding entry
in LOOKUP_VALUE_LOCALE
INSERT INTO
LOOKUP_VALUE_LOCALE(LOOKUP_VALUE_ID,LOCALE_ID,LOOKUP_ID,LOOKUP_VALUE)
VALUES(MAX_LOOKUP_VALUE_ID, 1, MAX_LOOKUP_ID, NULL);
Although this entry has been added in latest_data.sql
Not sure if this is going to be severe issue because with upgrade an existing
database will miss this entry.
