Get rid of tooltips when entering data

Tooltip being displayed at the fields where the user is entering data. Very
irritating.
Steps:
1. Login to http://ci.mifos.org:8108/mifos/ with mifos/testformifos credentials.
2. Admin > Manage loan products > Define new loan product.
3. Click on the first entry field: 'Product instance name'. Observe that the
tooltip is displayed.
4. Click on any other field and the tooltip follows the mouse pointer.
Irritating for the user.
