Give ability to create pending approval loans for clients that aren't approved.

For KMBI, the client application and loan application are blended. That means
if the loan application is approved for a new client, then the client
themselves are approved.
What they would like to see is the ability to
1. Create a client pending approval
2. Attach a loan that is pending approval to that client
Some other caveats/possibilities
1. You couldn't approve the loan until the client loan is approved
2. Be interested to see if there was a way to approve both at once. IE, as the
user is approving the client, maybe there is a display below showing loans that
need to be approved.
We allow them to create savings accounts for clients before approval, why not
loans?
