I noticed that going through the client application process, that if you do not
set a meeting schedule, it does not throw an error. This works appropriately
in Mifos 1.5.01
REPRO:
1. Go through client application process
2. Skip setting a meeting schedule
3. Continue until you "submit for approval"
EXPECTED:
Error pops up telling user they need to set a meeting schedule
ACTUAL:
Does not trigger error
