Inconsistent use of the term "Arrears" throughout Mifos UI and DB

We seem to use the term Arrears in many places where they mean different 
things.  Sometimes it means a loan that has exceeded the lateness definition, 
and in other places it just means if a payment is overdue/late but might not 
have passed the lateness defined.

We need to determine the right way to denote this throughout the UI.

Some examples:

1) Loan Account Details - under Amount Due we have "Amount in Arrears" - this 
looks like it's populating with any amount overdue regardless of lateness set.
2) Performance History - Days in Arrears - this is populating with # of days 
the earliest payment is late, again disregarding the lateness definition
3) Lateness definition description - this does say the loan becomes "In 
Arrears" if the loan exceeds the definition.  However, this is also unclear 
because it also means the loan's state is now changed to "Active-Bad Standing".
