Can't unassign center official titles in Shamim D

While trying to repro issue MIFOS-2371, I noticed that I can't deselect a
Center leader, center secretary, group leader, or group secretary. I can
reassign to a different member, but I can't just click "Select" to make the
official title blank. Marking this as Major as this is different behavior than
v1.5.
Repro steps:
1. log on test server: http://ci.mifos.org:8085/mifos
2. Search for branch Barangay 06, Edit Center Information.
3. If Group secretary is blank, select a client - e.g. Anna Cruz
4. Submit.
5. Edit Center information again and chose "Select" option
6. submit and view Center information
Actual result:
Group secretary name still appears.
expected result:
no group secretary defined.
