Center options still show up in Mifos even after turning off feature

If you turn off center hierarchy in Mifos, you still see the Center showing up
in various options in the Admin screen - like when creating fees, additional
fields, etc.
REPRO:
1. Configure an instance of Mifos to have the center hierarchy turned off
2. Browse the various parts of the admin page
EXPECTED:
Center will never be an option
ACTUAL:
Center shows up in lots of places
- Add additional fields
- Fees
- Creating Savings Products
- Define Labels
etc
Just a minor clean up thing, nothing major
