With new branch level holiday feature, new holidays must have one or more
offices associated to the holiday.
Holidays that were defined before this feature was added currently don't show
any "applies to". See attached screenshot with holiday name "Test Holiday A"
for an example. I haven't determined the actual behavior of these
pre-existing holidays yet to confirm they still apply to all offices in the
hierarchy.
Proposing we make existing holidays default to head office. This will
eliminate inconsistent data and also hopefully avoid the UI problem we have
with the View Holidays page today where empty Applies To values are blocking
the lines from being drawn properly.
