Issue Type: Improvement (was: Bug)
I changed this from a bug to an improvement.
Having looked at roles, permissions, authorization (activites) in mifos during
spring spike, it was clear that it was reloading this data when a user visits
the home page (so would happen after succesful login)
I believe this could be one of the reasons why it seems to take so long in
'load tests'.
