Create ViewOrganizationSettingsServiceFacade and
ViewOrganizationSettingsServiceFacadeWebTier.
Create a getOrganizationSettings that could just return the orgSettings
Properties object currently created in ViewOrganizationSettingsAction.get. So
the "DTO" here could just be the orgSettings Properties object. Methods to
populate nested properties would be pushed into
ViewOrganizationSettingsServiceFacadeWebTier.
