Added a 17.0 weekly client fee to individual client, added group membership,
then noticed the recent account activity:

18/06/2010 Weekly Client Fee applied 323.0 mifos
The amount 323.0 = 19 x 17.0
Expected a single client fee to show up as applied, not this large fee total.
This situation may be related to MIFOS-3117. It's using the same client fee.
However, I haven't been able to easily reproduce this on the test server..
