Add in bulk approval for client and group accounts

Currently, our bulk approval only supports bulk approval of loans, but from the
interface it looks like we could add support for approving client and group
accounts. For a fast growing MFI, this could end up saving a lot of time for
the management when approving accounts.
Select accounts should work the same as it does for Loans, where the user would
select the loan officer and see all the client and group accounts pending
approval. Additionally, user could select all or each account individually.
Only additional design I would see is grouping by centers (auto-approved, so
just there for displays), then listing each group with a checkbox next to it.
Then each client for the group would be listed underneath (possibly indented or
shown to be part of the group in some other way). Then, the following rules
would apply
* Checking or unchecking the group approval would select/deselect all of the
clients (note - if the user just wants to approve the group and not clients,
they should go through the regular approval process)
* User can select and deselect clients underneath the group. If all clients
are deselected, the group is deselected.
* If the user doesn't select the group but selects at least one client
underneath the group, then the group approval is selected (but the
auto-approval of all client accounts is not triggered).
