was able to repro this behavior on 1.6.x test server - 
http://ci.mifos.org:8110/mifos

Repro steps:

1. found client "a a" with existing loan abcLoan.  
2. Created a new loan to be disbursed on 21 June 2010.
3. View collection sheet entry for 
Center: Center 1
Date of transaction: 21/06/2010
Branch Office: Pasay Branch
Loan officer: John Smith  
4. note disbursal of 4000.0 for abc loan as well as payment of 99.0  (see 
screenshot)
5. set disbursal to 0, click preview
6. get error message:  The amount specified for abc of customer a a is invalid. 
Please specify a valid amount. (see screenshot)

Going to assign to John.
