Bulk loan creation doesn't populate additional fields with default values

Bulk loan creation creates loan accounts with no "additional information"
defined. Should these additional fields be empty or populated with default
values? Here is what the functional spec says:
"Bulk loan creation does not allow specifying all attributes of a loan
including collateral type and info, custom fields and source of funds."
We should decided whether to change the default behavior or clarify the
functional spec to make it clear the attributes mentioned above will not pick
up the default values like individual loans.
