Improve error mesage when Collection Sheet disbursal is zero and non-zero
disbursal fee submitted

This issue came up during implementation/testing of MIFOS-3102.
With change made to MIFOS-3102, user can now zero the disbursal amount in
Collection Sheet Entry page. If loan has associated disbursal fee, and user
doesn't zero out that corresponding fee (i.e. collection), then user sees this
type of message:
The following accounts have not been updated due to simultaneous
updates/insufficient balance/invalid disbursement date/invalid repayment: Loan
repayments- 000100000000255
Need to improve this message to make it more clear to the user why there is an
error and describe the remedy.
