Family Details mandatory flag doesn't make all family details all optional when

This is an offshoot of MIFOS-2929. In that issue, the mandatory/hidden flag is
said to allow family details to be mandatory or optional when
ClientInformation.AreFamilyDetailsRequired=True.
However, when mandatory flag is unchecked, I see the relationship, first name,
last name, DOB, Gender, and living status all still mandatory.
Expected this optional setting to allow user to proceed with no family details
entered if I understand the description in MIFOS-2929 properly.
