When I try to edit and then preview the personnel client, Mifos throws an NPE
REPRO:
1. Import data
2. Find an user that was imported and click on edit
3. Change nothing and click on preview
EXPECTED:
user is taken to preview screen
ACTUAL: Mifos throws a NPE
