Add ability to put custom strings on Mifos login page

As we add more hosted MFI's as well as multiple test instances, it would be
very helpful to be able to add a customized string of information to the Mifos
login page. There is plenty of blank space on the bottom of the page!
Most basic example would be a admin-defined static string, e.g.:
"Welcome to this Acme MFI's production instance"
More complex example would include time stamp or other details:
"Welcome to the Acme MFI Test Instance. Local Date/Time: 29-06-2010/12:09:31"
Font/color could also be added to help make the messages more distinctive and
prominent depending on the admin's requirements.
