Setup a loan officer who did not have rights to remove fees for a client and
during the client application process, the loan officer was able to remove a
default fee for clients.
REPRO:
1. Create a role that does not have the ability to "Can remove fee types from
Client account" but can create client accounts
2. Create an user assigned to this role
3. Create a client fee that is a default
4. Start creating a client account with the user created in step 2.
5. On the page where fees are displayed, click on "Remove Fee" checkbox
6. Click on submit
EXPECTED:
User cannot remove fee and an error is displayed
ACTUAL:
user is able to successfully remove the fee
