Setup a loan officer who did not have rights to remove fees for a loan and
during the loan application process, the loan officer was able to remove a
default fee for loan.
REPRO:
1. Create a role that does not have the ability to "Can remove fee types
attached to the account" but can create loan accounts
2. Create an user assigned to this role
3. Create a loan that has a fee collected at disbursement attached to it
4. Start creating a loan account with the user created in step 2.
5. On the page where fees are displayed, click on "Click to Remove" checkbox
6. Click on preview
EXPECTED:
User cannot remove fee and an error is displayed
ACTUAL:
user is able to successfully remove the fee
