* Create a separate maven module for questionnaire module
- separate out spring configuration files (incl swf config) onto independent
modules
- separate out template files onto independent modules
- separate out css, js, messages etc onto directories within the module

within war, so for properties and css, js files etc
* break out dependencies between application module, serviceinterface,
userinterface module
