Collection Sheet Entry always highlights A/C collections and doesn't highlight
over payments

The collection sheet entry is supposed to only highlight values when they are
different than what is expected. This is for any underpayments or overpayments.
Currently, A/C collections are always showing up in red, even if there was
nothing expected and nothing entered. Additionally, overpayments aren't being
highlighted when they are made.
REPRO:
1. Find a center with some clients with active loans that do not have any
client fees due
2. Open up the collection sheet and make sure the A/C fees are zero
3. Make a payment on a loan that is more than what is displayed in the box
EXPECTED:
On the next page, A/C fees will be black and the Loan overpayment will be red
ACTUAL:
A/C Fees are highlighted in red and the Loan overpayment stays black.
Additionally, I have seen the total box highlighted red in some instances where
it shouldn't, but was unable to determine the exact repro.
