When trying to apply client charge, Mifos throws a NPE
REPRO:
1. Find Client Detail page
2. Click on View details under Client Charges
3. Click on Apply charges
4. Enter a Misc Fee
5. Click on Submit

Taken to preview page
ACTUAL:
Mifos throws NPE
