In order to protect against entering of duplicate data, tool needs to make some
checks.
Groups
- Groups cannot be entered with a name that already exists. This should reject
the import and throw an error.
Clients
- Clients cannot be created if another ACTIVE account has their same first
name, last name and Date of Birth.
- If there is a matching account and it is closed, then the tool can create the
client.
