Able to create two holidays with same date

Behavior has changed when creating two holidays in mifos on the same date. In
1.5, if user created another holiday on the same day, the first day's name and
meeting rule were essentially overwritten. In Shamim D, user is allowed to
create a two holidays on the same day with different repayment rules,
applies-to, and names.
Repro steps:
1. create holiday for Bastille day, 14 July 2011, same day repayment.
2. create another holiday with new name, e.g. B2 for same date. use different
repayment rule.
3. View holidays
Actual result: In Shamim D, see two holidays. see attached screenshot
Expected result: Validation alerting the user there is already a holiday on
that date. I didn't see any mention of this scenario in the functional spec
for branch level holidays feature, so may need some guidance/clarification from
PM team.
