MFI information page submit not working in 1.6.x

Can't submit changes to MFI information for a client. This is a regression
that shows up in 1.6.x. With this submit failing, users can't added an
external ID to a client once the client is created in Mifos. This is the case
with a previously created client or a client created with v1.6.x
Repro steps:
1. login to mifos - http://ci.mifos.org:8110/mifos
2. search for a client
3. edit client MFI information
4. enter external ID
5. preview
6 submit
actual result: stay on submit page, can't proceed past submit
expected result: submit changes
This needs to be fixed on 1.6.x branch. However, before adding this fix, these
two fixes from build #85 should be reverted from that branch:

a3d751c8d45d34d4df032b6fdb5e88e9b6457fc7
will attached selenium script to repro as well.
