I think we still need to support custom labels. e.g.,
${ConfigurationConstants.SAVINGS} must be used since an MFI might have gone
into "Admin → Define Labels" and changed "Savings" to something else. Yes, this
makes some phrases untranslatable.
Our new UI code does away with custom labels, so an acceptable patch would
convert this page to Freemarker and add "Edit savings account information" (a
truly translatable phrase).
