I looked at one case: {{Office.labelOfficeShortName}} in
{{es/OfficeUIResources.po}}. It's a "fuzzy" translation (a guess by pootle or
translate toolkit) so that may be why it doesn't end up in the
{{_es.properties}} files when {{create_props.sh}} runs (see
{{application/pom.xml}}).
At any rate, I'd rather pages were converted from .jsp to .ftl instead of
putting more effort into the legacy .po/.properties i18n subsystem.
