add support for multiple timezones to Mifos

Mifos currently uses whatever timezone the system uses. In environments where
multiple Mifos instances serving different timezones will run on the same
server, multiple timezone support is needed.
* allow a way to specify timezone for a Mifos instance, either in
applicationConfiguration.custom.properties or somewhere in the Admin UI
* standard timezones should be used, not UTC offsets--users should be able to
specify something DST-agnostic, such as "US/Pacific" or "Asia/Manila"
* display timezone somewhere in the Admin UI
* daylight savings should be handled automatically
* dates and times should be stored in the database using the configured Mifos
instance timezone
* it won't be possible to change timezones
