Version 1.3 collection sheet entry allowed input when there was no repayment
outstanding.
With version 1.5.1, the behavior was changed to hide the cell for a given
client/loan if there was no outstanding balance on that client/loan.
This doesn't work for Polly: "...in the collection sheet it was only
displaying cells for loans that had amounts that were due whereas in our MFI we
have clients paying constantly even where there are no amounts due. "

Change would be to allow input for loans when no balance is outstanding.
Assume default due of 0.0 will appear and payment can be made up to the balance
of the loan amount.
