Description:
On FreeMarker Define Labels page, user is allowed to submit a blank label.
This isn't allowed in the shipping version of Mifos, and when submtting a blank
label in the new page, the previous value is saved - not an empty label.
Repro steps:
1. login to test server,
2. go to Define Labels page
3. blank out first label and submit
expected result: user is stopped from submitting blank label
actual result: submit allowed, blank label not saved.

Fix layout issues on Define Labels page to make it consistent with other Mifos
Admin pages and also consistent with previous Define Labels page:
* Admin/ Define Labels is background shade is too tall
* Search button should be right aligned with search field
* Search input field is too short
* Labels and edit boxes are too crowded to the left margin, need to move toward
middle of page and include more indents
* Define Labels heading has too small of font
