Template with invalid loan officers still allows import

If migrating a template that has the wrong ID's for loan officers (either in
the config worksheet, or selected elsewhere), the tool should reject the
template and highlight the error (IE, "the loan officer identified in xxx
worksheet does not exist in Mifos. Please fix and re-submit").
EAsy to report, just change some of the ID's for the loan officers in a General
template.
