Batch job execution date is entered in ACCOUNT_TRXN.ACTION_DATE when interest
posting takes place instead of actual interest posting date.
If interest posting batch job fails to post interest and reran on next day(or
week) then the ACTION_DATE will not be the correct last interest posting date.
This cause problem with the SavingsBO.getAverageBalance as the noOfDays
multiplied to balance will not be equal to the noOfDays divided to the
totalBalance.
See the image: If ACTION_DATE are not correct edge cases will not get interest
at all, and other account will get wrong interest postings
