Description:
Fix layout issues on View office hierarchy page to make it consistent with
other Mifos Admin pages and also consistent with previous Define Labels page:
* Admin/ View office hierarchy is background shade is too tall
* Search button should be right aligned with search field
* Search input field is too short
* Text is too crowded to the left margin, need to move toward middle of page
* View office hierarchy heading has too small of font
