Fix For: Release E - Iteration 4, Release E
Fix layout issues on System Information hierarchy page to make it consistent
with other Mifos Admin pages and also consistent with previous Define Labels
page:
* Admin/ System Information is background shade is too tall
* Search button should be right aligned with search field
* Search input field is too short
* Text is too crowded to the left margin, need to move toward middle of page
* System Information heading has too small of font
