1. Page passes tests in Freemarker checklist:
http://www.mifos.org/developers/wiki/FreeMarkerDeveloperTestingChecklist
2. Check/uncheck parent - child boxes should check/uncheck
3. if one more child boxes are unchecked, parents all the way up are unchecked
("third state")
4. Role name can't be blank.
5. Same table UI layout with indentation per level.
