I spoke with KMBI yesterday. This bug was triggered during their training for
ALL users.
They were doing this on their testing server (testing-kmbi.mifos.org) with the
Acceptance Test Mode on.
Everybody had their own centers and own branches (7)
On a single day, all users
* Created and approved a new center
* created and approved a new client
* Created and approved a new loan
* attempted to disburse the loan through the manual disbursal (from loan detail
page)
All users got the error that the loan was disbursed elsewhere.

I started testing this and I have narrowed it down to something with Adding
Admin fees.
don't need to create a new center and client. I can create a loan and if I ADD
an admin fee, then it triggers the disbursal error. If I don't add an admin
fee, then I can disburse just fine.
This is a high priority item for KMBI as adding the Admin fees during loan
application is core to their business processes. While they expect to be
disbursing loans through the CSE, there are times they may need to disburse
them individually.
