I think I understand the confusion.  This is actually an enhancement request, 
but I don't think I updated the bug after I figured that out.

Currently, we have one permission, which lets the user use the collection 
sheet.  "Can Enter Collection Sheet Data"

What KMBI would like is to break this up to two different permissions
"Can enter collections in collection sheet Entry"
"Can disburse loans in collection sheet Entry"

That way, they could still use the CSE, but split the duty between users.
