This is a follow up to issue MIFOS-3598.
When the Branch Report batch job tasks hasn't run, or has failed for some
reason, the user gets an non-intuitive response at the UI. This is specific to
BIRT currently, however if the same batch job is used to support this report
going forward with Pentaho, we should still have a better error response to the
user - right now it just appears to be broken.
Repro steps:
1. Install Mifos, don't execute batch jobs for date selected in step 2.
2. Navigiate to Mifos Report tab and click on the Branch Progress Report.
3. Report comes back to the Report parameter screen and if you click submit
again it gives alert "the Parameter 'branchReportDate' is required".
expected behavior: either disallow that date, or provide user with helpful
error message e.g. "This batch job required for this report to be run on 15
Sept 2010 has not executed. Please contact your system adminstrator."
