Arrows are present on the right of each row on the Question Group Edit page and
they are working fine for questions and sections.
Tested with 4 Question Groups (with 2 or 3 sections) which contain:
* 4 Text fields
* 1 Numeric fields (one with min and max value)
* 1 Date field
* 1 Multiple Select field
* 1 Mandatory Single Select field
* 1 Smart Select field
