Description:
When a question group with the title of migrating survey already exists and
survey and Question Group belong to different flows:
1. The present survey is migrated (but shouldn't be).
2. There isn't any validation message like "A question group with same title
already belongs to a different flow" (but should be).
When a question group with the title of migrating survey already exists and one
of the questions within the survey cannot be migrated due to some invalid
attributes, the entire survey is still migrated. (but shouldn't be).
Note: To create an invalid attribute I have changed the type of the response
(answer_type) in the database before the Data Migration.
