FTL pages have inconsistent spacing with rest of admin screens.

The new ftl admin pages do not have consistent spacing, layout with the rest of 
the Admin pages.  While a cosmetic issue, we must fix this for Release E as the 
current navigation looks very amateurish. Note, some of the spacing may be 
related to the inconsistent Mifos logo - MIFOS-3612.

To repro, navigate between Admin pages and notice the width and height of the 
left side and top borders.

These pages are off when compared to the old jsp pages:

- View office hierarchy
- View Funds
- View Holidays
- Define accepted payment type
- View organization settings
- Define labels
- Define mandatory/hidden fields
- Activate question group
- View System Information
- batch jobs information
- View product categories
- View lateness
- View product mix
- View savings mix
