When reporting bugs, it's useful to attach the test database used to create the
bug. To make this easy for testing and acceptance test authoring, add a new
category on the Admin page called Testing Tools with link "MySQL Dump". This
option would only appear when application is set in acceptance test mode.
(Will this work for our test servers on birch?)
The link would do a mysql dump and display a "save as" dialog. Risk is trying
doing this on large databases. Question: should operation abort if db is over
certain size?
