Summary: View Savings page string not localizable (was: View Savings page

If this is a Freemarker page, all the words must be translatable as a single
phrase.
If this is a JSP page, it's probably fine that it uses labels: that's a known
issue with the old Struts/JSP frontend and the broken "labels" customization
feature.
