The data is ETL'd but the outcome looks as if the client had not group
membership from the start.
Problem is a difficulty in picking up a new client that was a group member and
then has membership
removed because it looks like a client that was w/o group membership from the
start.
This bug means that historical reporting before removing group membership would
reflect correctly.
Same issue with adding a group hierarchy back into a center (very edge case I
think as it would mean the MFI used to have center_hierarchy_exists false and
then changed to true and then built up the center hierarchies)
