Label changes not appearing on left nav bar

Regression noted by Kay:
Changing a label for entity like "Group" does not get reflected in the left
navigation bar.
Repro steps:
1. login to test server - http://ci.mifos.org:8085/mifos
2. go to admin, define labels
3. change Group label to GroupABC
4. Navigate to the Clients & Accounts tab
actual: on left navigation, link says "Create new Group"
expected: link should say "Create new GroupABC" as it does on the demo server
running v1.6.x.
