This is on the new data migration scripts from 08/10/10. Use the database dump
from 13/10/10. Report was run on 11/10/10.

It does look like the transactions were entered the day after the center
meeting, but the actual date for the transactions were set for the center
meeting date, which means they should show up in the report.
