Error page while defining New Holiday

I want to define new holiday but it is impossible.
Steps:
1. Open 'Define New Holidays' page
2. Fill in all mandatory fields
3. Click on 'Preview' button
4. On the next page click 'Submit' button
Expected result:
Holiday is successfully defined.
Actual result:
The page with an error appears (see attached screenshot) and holiday is not
successfully defined.
