Resolution: Fixed
The logic of the fields changed by the client multiple times. After discussing
and mutually agreed, the values logic is changed. Now the new center and
re-loan center logic checks
new center - all clients having counter as 1
re-loan- any one client under center if loan counter >1, then re-center.
