UI different between Question Groups and PPI Survey

During 10/26/2010 showcase we noted the Question Group UI layout looks
different between a typical Question Group versus answering questions via the
"Attach Survey" link.
Specifically, the typical question group shows drop down lists for answers.
Whereas the PPI survey displays radio buttons for options (see attachment).
Repro step:
1. log onto test server - http://ci.mifos.org:8085/mifos
2. search for client
3. attach survey, pick PPI India survey
4. note radio buttons
Desired behavior for both (ask Kay, Tejus to confirm) - show radio buttons for
6 or less options. If question has 7 or more options, display a drop down list
instead.
